Lawrence F. Alwin, Texas state auditor, accepts the AICPA 2004 Outstanding CPA in Government Award from Costa Triantaphilides, chairman of the AICPA Government Performance and Accountability Committee at the Institute’s 21st annual National Governmental Accounting and Auditing Update Conference in August in Washington, D.C. During Alwin’s tenure, Texas received 14 consecutive “certificates of achievement for excellence in financial reporting” from the Governmental Finance Officers Association, and his office introduced—at no additional cost—auditing and communication innovations that, in the last four years alone, have helped them identify more than $1 billion in findings. The citation recognizes government CPAs who have significantly contributed to government efficiency and effectiveness and to the growth and enhancement of the profession.
